P5 Innobroker
Opis projekta:
Projekt P5 – Innobroker, ki ga vodi CTA iz Španije in v katerem sodeluje še 5 drugih evropskih držav (BIH, Ciper, Grčija, Francija in Slovenija), je sofinanciran s strani programa COSME in je namenjen promociji javnega naročanja inovacij v južnoevropskih državah.
Projekt P5 – Innobroker spodbuja javno naročanje inovacij in s tem povezovanje javnih naročnikov z inovativnimi podjetji za iskanje inovativnih rešitev za sodobne družbene probleme. Preko poslovnega modela in platforme povezuje javne naročnike in inovativna podjetja, saj so inovacije bistvene pri reševanju sodobnih družbenih izzivov v več pomembnih sektorjih (v zdravstvu, okolju, energetiki, upravljanju z odpadki, mobilnosti...). Z uvajanjem postopka javnega naročanja inovacij imajo javni naročniki tako ključno vlogo spodbujevalca v inovativnih podjetjih.
Javna naročila predstavljajo približno 14 % bruto domačega proizvoda Evropske unije, kar pomeni, da imajo ogromen potencial pri usmerjanju novega razvoja v številnih sektorjih, spodbujanju prihodnjih trgov in reševanju ključnih družbenih izzivov, kar pomembno vpliva na gospodarsko rast, ustvarjanje novih delovnih mest, konkurenčnost in splošno družbeno blaginjo. Javni organi, ki podpirajo proces inovacij ali kupujejo inovativno blago in storitve, so pogosto neposredno nagrajeni z izboljšanimi storitvami po optimiziranih stroških. Projekt P5 – Innobroker prek javnih naročil inovacij, ki ga izvede javni naročnik, povezuje javne naročnike s podjetji in tako stremi k ustvarjanju novih priložnosti za mala in srednja podjetja in/ali zagonska podjetja za razvoj novih izdelkov, storitev ter rast ali širitev njihovega poslovanja.
Glavne aktivnosti projekta:
• Projekt bo analiziral izvedljivost novih poslovnih modelov, ki temeljijo na podpornih storitvah za pripravo in izvedbo javnih naročil za inovacijske pobude tako za javne uprave kot za ponudnike.
• Projekt namerava usposobiti in spodbuditi javni sektor, da bo lahko bistveno povečal naročanje inovativnih tehnologij, produktov in rešitev, hkrati pa podpiral širitev tehnoloških podjetij, ki bodo lahko konkurirala na razpisih.
• Izdelava spletne platforme kot stičišče za inovativne subjekte, ki bo spodbujala izmenjavo dobrih praks med javnimi upravami.
• V okviru projekta bodo organizirani dogodki za soustvarjanje in coworking, kar bo ustvarilo okvir za uvedbo takšnega načina sklepanja pogodb.
V splošnem okviru projekta bo posebna pozornost namenjena sektorjem zdravja, varstva okolja, energetske učinkovitosti in obnovljivih virov energije, mobilnosti in trajnostnega prometa ter digitalne transformacije uprav.
Projekt nudi poslovni model in platformo, ki temeljita na ekosistemu javnega naročanja inovacij, kjer je projekt P5 – Innobroker posrednik pri nabavi teh inovacij, saj nudi pomoč, kako najučinkoviteje povezati in pomagati podjetjem, da se približajo javnim naročnikom in jim predstavijo inovativne rešitve.

P5 – INNOBROKER
About the project:
The P5 – Innobroker project, led by CTA from Spain and involving 5 other European countries (BIH, Cyprus, Greece, France and Slovenia), is co-funded by the COSME programme and aims to promote public procurement of innovation in Southern European countries.
The P5 – Innobroker project promotes the public procurement of innovation, linking public procurers with innovative companies to find innovative solutions to contemporary societal problems. It connects public procurers and innovative companies through a business model and a platform, as innovation is essential to address modern societal challenges in several important sectors (health, environment, energy, waste management, mobility, etc.). By introducing a public procurement process for innovation, public procurers thus play a key role as a catalyst for innovative companies.
Public procurement accounts for around 14% of the European Union's gross domestic product, which means it has huge potential to drive new developments in a wide range of sectors, stimulate future markets and address key societal challenges, with a significant impact on economic growth, job creation, competitiveness and overall social well-being. Public authorities that support the innovation process or purchase innovative goods and services are often directly rewarded with improved services at optimised costs. The P5 – Innobroker project connects public procurers with businesses through public procurement of innovation, aiming to create new opportunities for SMEs and/or start-ups to develop new products, services and to grow or expand their business.
Main project activities:
- The project will analyse the feasibility of new business models based on support services for the preparation and implementation of public procurement for innovation initiatives for both public administrations and providers.
- The project aims to empower and incentivise the public sector to significantly increase the procurement of innovative technologies, products and solutions, while supporting the expansion of technology companies that can compete in tenders.
- Creation of an online platform as a meeting point for innovative entities to promote the exchange of best practices between public administrations.
- The project will organise co-creation and co-working events, creating a framework for the introduction of this type of contracting.
Within the overall framework of the project, particular attention will be paid to the sectors of health, environmental protection, energy efficiency and renewable energies, mobility and sustainable transport, and the digital transformation of administrations.
The project offers a business model and platform based on the innovation procurement ecosystem, where P5 - Innobroker is the intermediary in the procurement of these innovations, providing assistance on how to most effectively connect and help companies to approach public procurers and present innovative solutions to them.
