CIRCULAR BUILDINGS Interreg SI-IT

Cilj politike: CP 2 - Bolj zelena, nizkoogljična Evropa, ki je odporna in prehaja na gospodarstvo z ničelnim ogljičnim odtisom s spodbujanjem čistega in pravičnega energetskega prehoda, zelenih in modrih naložb, krožnega gospodarstva, blaženja podnebnih sprememb in prilagajanja nanje ter preprečevanja in obvladovanja tveganj ter trajnostne mestne mobilnosti

Projekt spodbuja prehod programskega območja na krožno in z viri gospodarno ekonomijo v gradbenem sektorju: z ukrepanjem v sektorju, ki ima danes največji vpliv na proizvodnjo odpadkov (37,5 % vseh odpadkov) in emisij CO2 (40 % porabe energije in 36 % emisij), bo bistveno prispeval k prehodu čezmejnega območja na bolj zeleno gospodarstvo. 

Cilji

Projekt želi odpravit tri glavne ovire, ki onemogočajo uspeh krožne in z viri gospodarne ekonomije v gradbenem sektorju, te ovire so:

• izredno šibka mreža med različnimi udeleženci dobavne verige, zlasti med Italijo in Slovenijo;
•  zakonodajne omejitve in zlasti različni predpisi na obeh straneh meje;
• pomanjkanje ustreznih digitalnih znanj, kar preprečuje učinkovito uporabo zgoraj opisanih načel.

Učinki

Projekt bo opredelil smernice za vzpostavitev čezmejnega sistema krožnega gospodarstva v gradbenem sektorju. Poleg tega bo razvil konkretno orodje za spremljanje/podporo vzpostavljenemu sistemu: "spletni portal čezmejnega krožnega gospodarstva v gradbeništvu". Da bi se omogočila zahtevna sprememba ustaljenih vzorcev (digitalizacija in sprejetje metod krožnega gospodarstva), je bila na ravni posameznih podjetij zasnovana pot postopnega vključevanja, katere glavni cilj je KONČNA SKUPNA AKCIJA, ki bo za model tudi po zaključku projekta.

Typology: Standard project

The project promotes the transition of the programme area towards a circular and resource-efficient economy in the construction sector: by taking action in the sector that today has the highest impact on waste production (37.5% of all waste) and CO2 emissions (40% of energy consumption and 36% of emissions), it will contribute significantly to the transition of the cross-border area towards a greener economy.

Objectives

The project aims to address three main barriers to the success of a circular and resource-efficient economy in the construction sector, namely:

• extremely weak networking between the different actors in the supply chain, in particular between Italy and Slovenia;
• legislative constraints and, in particular, different regulations on both sides of the border;
• the lack of appropriate digital skills, which prevents the effective application of the principles described above.

Effects

The project will define guidelines for the establishment of a cross-border circular economy system in the construction sector. In addition, it will develop a concrete tool to monitor/support the established system: a "web portal for a cross-border circular economy in the construction sector". In order to allow for a challenging change of established patterns (digitisation and adoption of circular economy methods), a gradual integration path has been designed at the level of individual companies, the main objective of which is a FINAL JOINT ACTION that will continue to be the model after the end of the project.
